If you want to catch them unaware, you have to disguise the explosive as something nobody would look at twice. Bajor was a mess, so debris and trash was everywhere. Nobody would look twice at a wrecked speeder or opened crate. Those were perfect for improvised explosives because the Cardassians were too proud to clean up their mess. We killed and crippled so many of the bastards that way.
After the withdrawal of the Cardassians from their world, many Bajorans took the opportunity to join Starfleet after years of oppression. Although formal admission to the Federation has not yet happened, Starfleet welcomed Bajoran recruits. Many of these Bajorans served in guerilla units, so their experience in asymmetrical combat was both extensive and useful for Starfleet. Obaran Varesa was one of these guerillas who enlisted in Starfleet and brings her experiences, which Starfleet deems useful in the Expanse given that the Federation will be under-resourced there in the event of a conflict, and in the possibility a Borg presence needs to be slowed.

Following in a long tradition of Earth-origin filipinos in the Navy, Crewman Dimaculangan works in the crew mess to help prepare food for the many crewmembers far from home. Although replicators are common technology, crew who can prepare food using "traditional techniques" have been assigned to the U.S.S. Dresden in case power conservation requirements necessitate restricting replicator use. Iñigo will regularly prepare partially-prepared food by hand just to keep in practice.
