Background
It is 2371 and the Federation is at peace with two of its biggest adversaries, the Romulan Star Empire and the Klingon Empire. The crew of the U.S.S. Dresden is among the first Federation ships assigned to explore the inscrutable Shackleton Expanse.
Located on the far side of the Klingon and Romulan empires, the Shackleton Expanse was until recently unreachable by the Federation and otherwise uninteresting to other powers. Klingon astrogation charts make it out as a large, hazardous region of space, and Empire was content to leave it a natural border of their space for centuries.
Since the Treaty of Alliance in the 2350s, the Federation has been allowed to jointly operate a starbase with the Klingon Empire on the edge of the Expanse. Gravametric and Tetrionic anomalies make it difficult to explore, but initial forays reveal plenty of resources untapped by any advanced civilization, potentially starting a gold rush for the region between the Federation, the Klingon Empire, the Romulan Empire, and various minor powers. Very long range scans suggest the possibility of some level of Borg presence on the far side.
Since the intel of potential Borg presence in the Beta Quadrant arrived at Starfleet HQ, it has begun increase its fleet of exploratory ships at Starbase 364, which the Federation operates close to the southeastern border of the Romulan Empire. The U.S.S. Dresden is part of the increased presence to both increase Federation (and Klingon) knowledge of the Expanse, and to serve as a potential early warning should Borg presence prove true.
