Libby was living near Colorado Springs when the bombs fell. For the first 50 years or so it was a constant struggle to survive, which was made worst by the fact that the intense radiation of the first bombs made her into a ghoul.
She has drifted from one settlement to another over the decades. Sometimes living in ghoul settlements, sometimes with the smooth skins. About 20 years ago she made her way to Watkins and hasn't left.
Personality
What can you say, Libby wants what Libby wants and she doesn't beat around the bush about it. She is friendly and gets on well with the residents of Watkins and is well known on the East-West trail.

It is assumed that she has amassed a stash of caps in her many years of being alive.
