This should describe a few of the most powerful/representative countries in this world.
EXAMPLES: An empire that gets around using magic powered trains and airships
a country of armored knights that wage an endless war holding back monsters from the worlds edge
a coalition of trade focused city states that pool their resource to face foreign threats etc.

The land masses are slowly sinking into the clouds, some say the world was whole once before parts of it sunk into the unknown below...
