Because this game is explicitly drawing from Shadowrun to underpin many of the thematic elements in this Mass Effect Alternate Universe (AU), one (relatively) straightforward campaign would be a Shadownrun-type campaign. Players would play shadowrun agents meeting Johnsons to pay the bills, whether through espionage, assassination, theft, kidnapping, or any number of illegal or quasi-legal activities.


The old Citadel structure remains in Earth's orbit as a monument and commemoration to all those who died during the Reaper War.  A new structure, built in a similar style, was constructed using many of the techniques learned in the construction of the Crucible.  This time, the 'leaves' of the Citadel number six: one for each of the new Citadel Council seats.  Each 'leaf' is a sector, named after one of the Council Member races.  The Presidium, a shared sector where embassies and other high-wealth individuals congregate to be closer to the seat of power, live and do business.

A second campaign premise would be to use the background created here, including the Shadowrun elements, but turn it to an exploratory campaign. This campaign would have more elements from Stargate or Eclipse Phase, but having characters become explorers.  In this version of the setting, one needs to remember that much of the galaxy is still unexplored and unclaimed even by the current powers.  The Mass Relays allow jumps to selected systems and nearby stars, but this creates a high-speed transportation system between pockets of civilization in the galaxy.


The Citadel Council as it existed prior to the Reaper War has reformed. The balance of power has shifted and the now-named Citadel Alliance has replaced the old Citadel Council as the pan-galactic forum and governing body.   
In this scenario, a number of new mass relays have been re-opened leading to the discovery of a series of 'gates' functioning on a similar system to mass relays, but on a smaller scale. The origin of these gates is shrouded in even deeper mystery than the Protheans.  Preliminary study estimates that they were constructed by a highly advanced civilization millions of years ago. Despite their advances, they perished during the Reaper culling phase in their cycle.  Left behind was a series of smaller, mostly planet-based gates to completely untouched and undiscovered worldsPlayers would play characters who go through and become gate explorers, or at least associated in some way to gate exploration.


The Council is an executive committee composed of representatives from the galaxy's major powers. Though they have no official power over the independent governments of other species, the Council's decisions carry great weight throughout the galaxy. No single Council race is strong enough to defy the others combined, and all have a vested interest in compromise and cooperation.  
Another alternative is premised on some leaked Mass Effect 4 information, where humanity (and others?) are somehow exploring the Andromeda galaxy and encounter new enemies and studying long-dead enemies for technology and clues in that galaxy. So far it's unknown how people are getting there.


The Citadel Alliance now has two deliberation bodies to give a platform for all member races a voice on the galactic political stage.
The structure, control, and organization of these gate exploration gigs and the societies formed around it will draw heavily from Eclipse Phase.


The Citadel General Assembly houses ambassadors and representatives from all member states and may pass resolutions voicing their collective opinion on galactic affairs.  Non-state organizations are sometimes invited (or negotiate) for a representative and a vote in the General Assembly. The most notable of these is the Corporate Council's representative.

This is a Mass Effect game using the Shadowrun 5th edition rules as a base, set in 2237 CE, or 50 years after the end of the Reaper War.  The galactic landscape has changed dramatically and looks suspiciously like the Shadowrun setting -- great disparities across cultures, balkanized power bases, and the rise of corporations as powerful and nearly sovereign force.  Some elements remain familiar, but time has marched on so has the galaxy.

With the cure of the genophage and a renewed effort to rebuilding Tuchanka, the Krogan people are undergoing a renaissance unseen since their pre-flight days.
Fifty years after the Reaper War, many changes have occurred to the races of the galaxy.  A primer on what's changed on each of the Council races.


Urdnot Wrex still leads the now-named Krogan Dominion.  He governs over a uniquely krogan government system best characterized as ‘federalized-feudalism’.  Some local control has been turned over to clan chiefs who run their regions as they wish, subject to oversight by Clan Urdnot.  Government institutions are slow to develop but there is a renewed emphasis on restoring Tuchanka and establishing a relatively peaceful co-existence with the galaxy’s powers.  Wrex’s power is bolstered by the clear signs of krogan prosperity and family-building under his reign.

One of the largest changes is the rise of the corporate autonomy after the Reaper War.  Corporations now exert tremendous influence in daily life, the Matrix, and politics at all levels.  This coincides with the Shadowrun's canon of outsized corporate influence and flavours this version of Mass Effect heavily.


Among the krogan, a new naming practice sprung up after the Reaper War: the honor nameWith the cure of the genophage, many children born to previously sterile mothers were given a third name to remind them and all krogan why they were able to live at all.  Males receive the name ‘Mordin’ while females receive ‘Shepard’. Clan Urdnot and those closest to them follow this naming convention the most and, while not universal, has quickly gained traction to become a new krogan custom. 
Ten Corporations have risen above the rest and command massive portions of galactic economyThey are also all members of the Corporate Court.


The custom has even spread to adult females who adopt the name ‘Shepard’ as their honor name after their first viable brood.  It began with shamaness Urdnot Bakara Shepard, the first to be cured of the genophage and from whom the cure was manufactured.  She is revered as both the godmother to all krogan children born after the genopage and as the spiritual leader of the krogan people at large.  As such, she is able to temper the voices of those krogan who desire to steer them back to their pre-Krogan Rebellion days and provide both support for Wrex’s progressive policies.

After the Reaper War, the galactic communications infrastructure was rebuilt from the ground up due to the Reaper destruction of virtually all comm buoys that facilitated commerce and communications.  Corporations were uniquely positioned to 'assist' and setting up the 'new extranet', now called the Matrix, was one of the reasons they were able to leverage so many concessions from galactic governments.  The structure of the Matrix is similar to the Shadowrun 5th edition description, including the prevalence of wireless tech, multiple 'grids' and corporate control.

Campaign Premise
